Committees

Committees are the backbone of the Federation. Agencies involved in committee work have an opportunity to share their skills and knowledge on a variety of initiatives. Committee work in turn allows us to effectively respond to significant issues concerning the children and families of BC.

We are of the community. We pay attention to what is going on in each region and sub-region of the province and try to develop differential responses and actions to meet each community’s unique needs.

Standing Committees

Membership Committee: Michelle Fortin (chair), Maclynne Bourquin, Vicki Dobbyn
Chaired by a member of the board, this committee vets new Federation applicants and recommends them for ratification by the membership. The committee also oversees the survey of the membership held every other year, provides guidance on membership issues, and works to increase membership in the Federation.

Finance and Personnel Committee: Shane Picken, Nanette Taylor, Michelle Fortin, David Young 
Chaired by the board treasurer, this committee works with the Executive Director to manage the fiscal health and sustainability of the the Federation. This committee is also responsible for matters related to the recruitment and evaluation of the Executive Director, reviews the overall human resources plan for the organization and provides direction and oversight on personnel issues as required.

Communications Committee: Shane Picken (chair), Nanette Taylor, David Young, Rebecca Ataya, Marshall Watson, Doug Hayman
Chaired by the board president, this committee sets the communication priorities for the Federation on an annual basis, vets strategic communications opportunities, and provides direction to Federation staff on developing key messages.

Select 2011 Committees

General Meeting Planning Committee: Jo-Anne Crawford, Ingrid Kastens, Marianne Drew-Pennington, Deborah Joyce, Rebecca Ataya and Elaine van Niekerk 
This committee works with Federation staff to develop the program of speakers and events for the three provincial general meetings. This committee is chaired by the Vice President of the Board, and new members are always welcome!

Policy Committee: Lynda Edmonds, Tanya Behardien, Shane Picken
This committee provides oversight and guidance to work currently underway to update the Federation's Policies and Procedures, develop a Board Orientation Manual, and position the Federation to be “accreditation-ready.”

Bursary Committee: Stacie Prescott (chair), Noreen Boudreau, Penny Parry, Derek Pollock
This committee is responsible for setting the guidelines for the Youth in Care Bursary, reviewing the applications each year ,deciding who will be awarded bursaries and identifying other ways to support young people in and from case who which to pursue a career in health, education or social care services. 

Silly fundraising: Jeanne Fike (chair), Penny Parry, Sue Khazaie, Devika Ramkhelewan and Merlyn Horton, Rebecca Ataya
This creative, fun loving committee plans and implements silly fundraising activities at the FCSSBC provincial meetings that support the Youth in Care Bursary. New members are welcome!!

Leadership 2020 Advisory Group: Stacie Prescott (co-chair), Tanya Behardien, Michelle Fortin, Janelle Kelly, Merlyn Horton, Lynda Edmonds, Jennifer Charlesworth (co-chair), Ian Chisholm, Chris Corrigan and Caitlin Frost.
This committee provides guidance, feedback, direction and support to the design team and participants of the Leadership 2020 initiative. 

Integrated Case Management (ICM): Shane Picken (chair), Gord Cote, Doug Hayman and Jennifer Charlesworth
With the implementation of a new information management system across the social care ministries in BC, the members of this committee have been working with MCFD and MSD to provide a community sector perspective on issues such as access to information, privacy, and utilization by the sector of the system.

Residential Care Advisory Committee: Shane Picken, Michelle Fortin, Nanette Taylor, Gary Mavis, Laurie Birdsall, Tammy Kosolofski, Tammy Verigin-Burke, Alan Markwart (MCFD), Phil Schwartz (MCFD), Jennifer Charlesworth and Warren Helfrich.
Representatives from community and provincial agencies sit on this committee to provide direction to the Federation on actions that may be taken to implement recommendations that emerged from the MCFD/FCSSBC joint review of residential services for young people in BC.

Procurement and Business Practices: David Young (chair), Tanya Behardien, Mitzi Dean, Shane Picken, Nanette Taylor, Christine Mohr
This committee identifies issues of concern regarding procurement and contracting and has been working with MCFD and representatives from several other provincial organizations to address issues and improve practices and policies related to procurement, contracting, reporting as they relate to the sector. These include consistency of practices across regions, administrative costs, contracting practices and recording and reporting requirements.  

MCFD Partnership Committee: Shane Picken (chair), co-management model with sub-committees that are on ICM, Residential and Procurement and Contracting 
This board sub-committee has been providing direction on the development on a new document that formalizes the principles and expectations of the Federation’s relationship with MCFD.  As we “live into our name” we hope that this will serve as a template for how we might engage other government bodies in similar working agreements.

Accreditation and Quality Assurance: Stacie Prescott (chair), Ingrid Kastens, Jeanette Anderson
This committee has been working with MCFD to advise on the ways in which to build the connections between the accreditation process and procurement and quality assurance practices within the ministry.  Much of the work has involved building a shared understanding of the accreditation process, and working to streamline and align the ways in which the sector gathers and records information for these purposes.

Compensation and Branding Strategies: Nanette Taylor, Ann Kutcher, Jo-Anne Crawford, Dana Gorbahn, Stacie Prescott, Lynda Edmonds, David Young, Ruth Annis
This committee is responsible for the development and implementation of strategies that will raise the profile and public understanding of the community social service sector, to advance our goals for the sector (e.g. sustainable levels of funding, fair and appropriate wages). This committee also reviews and develops strategies to build the 'brand' of the sector.

Award for Excellence: David Young, Tanya Behardien
Nominations for the Federation's Award for Excellence are received each year from the Federation membership. This committee reviews the applications and recommends to the board which applicant should be recognized.
